    They could have taken pics up close.

    You would think they would have taken a picture of it first to get an idea of what it was. Sure it might have been slower but several passes would have fixed that. They also should have hit the ballon with a few rounds of 20MM so it would have descended slowly and we could have retrieved the entire package as opposed to dredging the ocean floor for miniscule bits that are likely worthless. Who's in charge?
