What I read of the peace plan it sounds like an out for Russia to save face, go home, re-group, re-arm, only to return later, better equipped to finish things off. Remember, China is their friend.

Russia needs to pay for what they have done. A simple cease fire isn't going to cut it.

They will pay for it only if forced -- which means they'd have to be totally defeated.
