Yes, President Biden may have been in the bottom 10% of his class but was promoted. When he was a Senior in high school he was awarded national honors when he wrote and gave a wonderful speech about the Civil War. He named it the Gettysburg Address based on the fact the high school was at 100 Getty Road in Claymont, DE. He gave the speech over and over and read it to get an advanced degree in college and in Law School.
You may not like him, but give him credit where due. He did pass 3rd grade!
