Why? Well, certain countries there have NO extradiction policies with the U.S. Therefore, when he is out of office he can live down there and not worry about being extradicted and charged or convicted of any crime he committed while a Senator , vice president or POTUS!!

Via the mail in voting they don't even have to leave their country. Using pre-checked ballots they don't even need to speak English either.
