Smith and Wesson Victory model markings

Hi all.... I have a Victory model with the following markings on the buttstrap: "HE J M" The "J" is horizonal. Any idea of the agency this might represent? Thanks, Steve

Is it .38 S&W or is it .38 SPL.? Right now I am guessing it may be a German law enforcement firearm. The US and Great Britain both issued these to the German Police and such post war.

The revolver above has been confirmed by the Hessen police as a Smith & Wesson Victory revolver provided to Hessen by OMGUS and used during the American Occupation.

I have a Victory model marked "Bavaria Municipal Police" on the left side of the frame.
