By 1944 were they still consistently applying the rifle serial number on the stock fore end? Did this vary at all by manufacturer?

The factual data is still being collected and scrutinized on that topic. Its often difficult to tell factory original and in-service replacement wood at times. Only surveys can tell and even those turn up surprises.
