    fouling shot

My friend has a super accurate custom Rem M700 in .308 Win that normally groups below 1.0 moa.
He is concerned with the first shot which typically is 1-1/2" from the following tight group.
What can he do to make the first shot count, and not be considered as a fouling shot.
He vigorously cleans the bore after every shooting session and uses copper removal cleaner---which I consider too frequent.
    Any cleaning tips?
He does shot the the barrel "dry" each session.
He is using a custom Nosler load with 168 HPBT bullets.

Make the fouling shot before the match. His "sight-in" was made with a fouled bore.

He is also going to wear out his bore cleaning it so much.
