A4 bolts

I asked this on the CMP website and will ask the experts here. I got these two bolts mixed in with a dozen that I purchased from Sarco about 15 years ago. What are they? Results of practice bolt making or what?

Looks as though someone heated the handle with a torch and whacked on it with a hammer in an attempt to form it so it would clear a scope. I received one similar through a vendor that represented it as an "A4 type bolt". It will clear a scope but looks horrible.
