Not sure if he's still doing work, but Mike Lau from Texas Brigade Armory has a great reputation...but be prepared to wait a long time.

GAP would be my go to builder.

I've also heard really good things about Celtic Rifles

Gap rifles are pretty dammed good. I complete in in entry level tactical and long distance 600-1000 yard matches. 1/3-1/2 of the rifles used are gap.
