In the past the UK has been able to implement bans on things which might be bad someday. Like shutting down the Enfield Pattern Room (A collection of sealed government patterns dating from 1066 through today) Reason? If children see weapons they might turn violent later in life. It took a lot of private effort to relocate and reopen just a small part of it.
On Guy Fawkes Day, protesters burned in effigy Tony Blair. Result? Another ban...on burning dummies because it might someday lead to insurrection and endanger the general public. I doubt it's being enforced in most areas but the ban is there.

Then on the other hand the Brits see a lot of the same trivial nonsense on our side of the pond.
