Yes, without question, they did, and equally without question, they'll get away with it, as they just did in the case of the Daniel Shaver murder--the man who pleaded for his life on video before his execution. Yet another exercise of 007's "license to kill," which was thought to be pure & absurd fiction when Ian Fleming dreamed up the term many yrs ago. Look carefully at the video down near the bottom showing the actual killing from the killer-cop's own body-cam. The about-to-be-murdered victim is on the opposite side of the street from the cop, who's shielded by a police car, and in body armor, of course. There's a spotlight shining right in the victim's eyes. What chance would even a good pistol shot have had under those circumstances to hit any cop even if he'd suddenly pulled out a handgun? Before he could have brought his own gun into a position to fire, he'd certainly have been hit by one of the several rifles aimed at him from positions of concealment. Though there was NO realistic danger to any of the cops involved, they would not wait to intelligently assess the situation before opening fire!!!
Cops are now trying to blame this "accident" on the POS who placed the phony 911 call--but he's not the one trained to "shoot first and ask questions later."
