That's bending over backwards to excuse this coward. What kind of gun-fight or other tactical training did the shooter have? Versus this cop supposedly trained to deal with just such a situation. Far more likely the shooter would have run the other way if a shot was fired in his direction. And even if he didn't, it's the JOB of a school-guard to risk his life for the students; otherwise, why is he there?
He wins the gold medal for cowardice ...

Here's a history lesson:
"Lieutenant Henry Hollingworth Harward was an officer in Captain Moriarty's H Company, 80th Staffordshire Regiment when it was attacked with disastrous consequences at Intombi River on 12th March 1879. Harward's detachment was on the other side of the river from the rest of the company and saw the attack. They opened fire but some Zulus crossed the river and advanced on them. Harward told Colour Sergeant Booth to fall back on a farmhouse 3,000 yards away while he, Harward, rode for help. He managed to alert Major Tucker at Luneburg who mounted some men to rescue Booth and his party. They succeeded in finding them but were too late to help Moriarty's company.
When Lord Chelmsford heard the news he was extremely angry with Harward for deserting his men, and ordered him to be court-martialled. He was tried in Feb 1880, and he said, in his defence, that he was the only one with a horse so it had to be him that rode off to get help. He was acquitted, but Sir Garnet Wolseley took a dim view of Harward's apparent cowardice. He stated that; "The more helpless a position in which an officer finds his men, the more it is his bounden duty to stay and share their fortune, whether for good or ill." The Duke of Cambridge endorsed this comment and ordered it to be read out to every regiment in the army."
Harward was disgraced for life. Colour Sergeant Booth was awarded the Victoria Cross.Comment

I'm not saying the school cop did what he could. Quite the opposite. But, let's put ourselves in his shoes for a second?
Shots fired. Armed confrontation is more than just likely to happen. Your hide is suddenly on the line. Survival thoughts kick in at the same time as fear. There is nobody there to slap you on the @$$ and yell MOVE!!. Your training has taught you not to go in by yourself. Call for backup. Assess the situation. Where is the shooter/shooters in conjunction to the layout. What is the fastest way to enter without jumping blindly in front of the muzzle?
This is what he was doing but fear dragged it out. Bad decisions were made for a pro, but not necessarily for a human. Thus, epic fail. Not defending him but I can surely understand. Too bad for him he couldn't get his act together a minute sooner.
Sherriff. What a piece of work he is! Elected official I presume? Didn't waste a second to throw someone under the bus. Then he drove over him several times. Didn't waste any time getting next to the people "on their side" to make himself bulletproof in the popular opinion. All this while the investigation was barely underway. Now he's grabbing valuable camera time and spouting politics while demonizing the NRA and whoever else might look at him cross-eyed.
Meanwhile a fraidy-cat cop is slowly being crucified while the killer is under guard and some lame-brains are making excuses...for him!2016 Chicago Cubs. MLB Champions!

I know I have been in ,not the same, but similar situations a couple of times. I KNOW what goes through the mind and I know the initial fear involved. Fortunately I was able to muster what it took and nobody labeled me a coward. I probably could have performed better by "hero's standards" but I did perform. People lived. I still understand what may have been going through his mind during the adrenalin rush. Curious. How many times have you been there? Where you are in imminent danger but had to assist others? I'm not talking about pulling someone out of the water or helping dig someone quickly as possible out of a collapsed trench with only the threat of more collapse or a strong current. Most of us here probably have at one time or another.
