I purchased an 03a3 about 7-8 years ago. Had it transferred from an FFL to my 01 FFL. When I went to pick up I naturally went to clear and low and behold what pops out?
Friggin thing was loaded! Go figure, Should have been cleared 3X before I touched it. 1-when shipped,2-when received, and 3 when handed to me for inspection.

I have mentioned this before but I think that the Canadian system should be adopted for use in the USA. In Canada, before you can obtain a firearms permit, you have to take a training course on firearms knowledge and safety and then pass both a written exam and a practical handling exam. At this time, to get a basic permit for non-restricted firearms (basically rifles and shotguns) the course takes one day - not a particularly onerous requirement but at least it ensures that everybody understands firearms safety. Of course, in addition to the exams there is a routine criminal records check and a requirement for two references who will attest to your sanity. Once you have the permit, however, there is no waiting period and there are no limits on how many non-restricted firearms you can own. With a population of about 37 million, there are about 10 million firearms in private hands so the requirements seem to be pretty reasonable.

I just renewed my Illinois FOID online via the State Police website. Long process with plenty of questions and cross referencing. Need to beware of uppercase/lowercase entries. 85% of the way you need to upload a photo they can compare to the one on your Illinois DL or state issued ID card. Has to be in accordance with their instructions so no typical candids or selfies. Passport type with a plain, light colored background etc.

I passed my gun owners IQ test.

I have pointed out many times -- training is a solution. Before touting a solution, you should have a problem. And there ought to be some sort of relation between problem and proposed solution.

Now we have states with Constitutional Carry and states with stringent training requirements. And no one has shown any difference between the states with no training and those with stringent training in regard to accidents.

Merely requiring a photo ID -- to prove you're the person you claim to be and an actual citizen -- would go a long way toward that goal.

Fortunately, there are parts of the United States that are still free, and you need no permit to purchase or own a gun.

Unfortunately, this is yet another example of why Canada is not a free country.
