Or Canada & England, & much of Europe. Quality of care in those places depends on general prosperity of country, which in turn depends on how much "dead weight" the productive people must support. England has loaded itself down with so much Turd World trash that care suffers greatly, but in Scandinavia it's excellent--until the unchecked breeding of their new Turd Worlders drags down their economies too.

Cuba has better life expectancy numbers than Arkansas. Maybe not the example to use. Venezuela is falling apart because they let their democratic institutions be subverted by populism that turned into corrupt autocracy.
