Yes they are. And in these countries, when losing control of national assets to China, Inc. becomes as politically untenable as living under the colonialism of old, the remedies will be just as bad--political extremism and economic hardship. A government can tear up a contract any time it wants, but at the price of being blackballed in international finance. This is what the Chinese are counting on. Despite what the Trumpists and Putinists say on this board, I do not think the future belongs to the dictators. Speaking of Putin, guess who is propping up the Venezuelan regime (thereby delaying the necessary political reforms) in exchange for prime oil assets? And yet Putin is a much-admired figure around here.
