Was referring to emergency declaratation currently under consideration as a way to get a wall. Note the use of a lower case "d" in post #27. That post has been edited for additional clarity, but can be found (for the moment) in original form quoted in post #28. You scanned the post, saw a few words, including "declaration", and jumped to an incorrect conclusion, which you will now likely decline to acknowledge.

Thank you for the link. Unfortunately many say "wildlife, schmildlife" when it comes to habitat fragmentation.

When continents pull apart as they have for millions of years animals develop traits where they are. Yeah, I know, continents don't pull apart as much as they used to. Maybe the jaguars in Mexico should apply for asylum. The only jaguar in AZ was killed a couple of years ago. We have plenty of stupid people.
