The problem as I see it is that these diseases fade from view because of the people who do vaccinate, causing a false sense of security among some small percentage of the population. What these people seem to need is recurring examples of why vaccines are important.
So how about this: families that don't vaccinate are called, jury-duty style, to provide play dates for people who are infected and kept in quarantine. Didn't get the shot and now you're exposed? Oh well, I guess you get to be in quarantine too for awhile. Hope you don't get sick. If called and you don't want to serve, you can get out by getting shots for the whole family, which is the point of the program. But yeah, some form of compulsory exposure for the unvaccinated seems like the only thing that will get the job done.
