    The problem is, there are deadlines for filing. The deadline in Arkansas has passed, for example. If she declared her candidacy today, she would NOT be on the ballot in Arkansas (and a couple of other states) in November.

        Yeah, we had that happen here in Stone County, Arkansas. We had a dead tie in the Democrat Primary for Sheriff. Under the law, that meant there was no Democrat candidate. The Democrat Governor ordered a special primary. The Republican sued and under the law, such suits take priority -- they have to be settled before the election. The judge simply delayed, and after the election dismissed the case as moot.
