The forest is: the different levels of government ought to cooperate, each within their respective spheres of authority and capabilities, for the benefit of all of the people. When the federal government veers back and forth between Covid being a problem, or not a problem, and the states have to manage for themselves, then you get what we have now. Injecting "states rights" in the middle of that, without elaboration as to which rights specifically are at issue, is just bullsh*t excuse-making for Trump.
