That may have been in her mind but it probably wasn't the main reason she hung on. If she'd really wanted to guarantee a liberal replacement she would have retired in the last year of the Obama administration when she was already very ill. In fact the Dems made it known that they wanted her to clear the way for a younger replacement. What rule??? There is no such rule. At best it was an unspoken "gentleman's agreement." To have a "gentlemen's agreement" gentlemen who have some sense of honor have to agree to it. So how soon before an election should a President be able to appoint new judges, 6 months, 9 months, one year? Something people who mention Garland forget is Chuck Schumer said, with over a year and a half to go, until the election of 2008, that the Senate would not consider a George Bush nominee should a vacancy occur on the court. Is a year and a half too close? Do you really believe that the Dems would hold their fire if the situation was reversed??? To quote Joe Biden "Come on man!!" The AOC wing, which actually runs the Dem Party now has floated the idea of (1) abolishing the fillibuster for legislation, (2) admitting The District of Colombia and Puerto Rico to add four foolproof Democrat Senators, and (3) repealing the Judicial Act of 1869 which sets the number of Justices at 9 and replacing it with a law that will allow them to pack the court. One or all of them might be a step too far but that's the plan.
This close to an election it might be difficult to get a justice confirmed anyway. Trump would need 50 votes in the Senate. Collins has already said she's a "no" this close to the election.
