    That was on the road between San Antonio and Austin, and the flag waving vehicles did succeed in forcing the bus to pull over, disrupting scheduled events. Naturally Ray and Vernon disapprove of such behavior.

      Looks like the white car is in violation as it tried to pull into the right lane cutting off the Trump truck...

              The whole clip shows the same thing where the white car began to change lanes to get behind the bus but cut off the black van that was behind the bus...

                Again, there's much more to it than the clip.

                If you want to do it in the abstract....is it okay for vehicles associated with one campaign to compel a bus for the other campaign to the shoulder of a Texas interstate? If for safety and liability reasons exclusively, the obvious answer is definitely not.. This should be an easy call for a true law and order guy.
