With President's Day, the gas markets weren't back on until Tuesday, meaning operators would have to buy gas on Friday for Tuesday delivery. With #1 above (wrong estimations about the supply stack), there were gas turbines on Tuesday that could have run but for the lack of scheduled gas deliveries.
