What you seem to be getting at is that "tough" is in the eye of the beholder, and that is unquestionably true.

The other angle for considering toughness is if a law achieves it's intended purpose, through some combination of effective deterrence and lack of loopholes. By that view it seems fair to say that there are very few truly "tough" gun laws in the country.
